Overview
Armenia is arguably the easiest and cheapest country for Russian citizens to obtain residency and, ultimately, citizenship. As a fellow member of the Eurasian Economic Union (EAEU) and Commonwealth of Independent States (CIS), Armenia shares deep cultural, linguistic, and economic ties with Russia. Russian is widely spoken, direct flights are frequent and affordable, and the cost of living is a fraction of Moscow or St. Petersburg.
Since 2022, Armenia has seen a massive influx of Russian citizens — an estimated 100,000+ relocated in the first wave alone, with tens of thousands remaining on a permanent basis. The Armenian government has largely welcomed this migration, recognising the economic boost it provides.
Crucially, Armenia allows dual citizenship, meaning Russians do not need to renounce their Russian passport.
Residency Pathways
1. Temporary Residence Permit (TRP)
A TRP is valid for 1 year and is renewable. Common grounds for eligibility:

Key Benefits
Extremely low cost: The entire residency + citizenship process can cost under $500 in government fees (excluding property or legal costs)
Dual citizenship allowed: Russia also generally permits dual citizenship (with notification requirements), so you can hold both passports
Armenian passport strength: Visa-free or visa-on-arrival access to 65+ countries including the entire CIS region, Georgia, Iran, and many others. While not as strong as a Turkish passport, it provides regional mobility
EAEU membership: As an EAEU member, Armenia offers simplified work and business registration for Russian citizens — you can work without a separate work permit
Russian language widely spoken: No significant language barrier for daily life
Low cost of living: Yerevan rent averages $300–600/month for a one-bedroom apartment; a comfortable lifestyle is achievable on $1,000–1,500/month
Favourable tax regime: Individual Entrepreneurs (IE) can benefit from a turnover tax of just 1–1.5% on revenue up to approximately $140,000/year (micro-business regime)
Fast processing: Residency permits can be issued within 30 working days; citizenship within 90 working days
Process Step-by-Step (Marriage Route)
Enter Armenia: Russian citizens can enter visa-free with just an internal Russian passport (загранпаспорт not strictly required for entry, though recommended for other purposes)
Register marriage: If not already married, register marriage at a local ZAGS office or Armenian Civil Registry. Foreign marriages are recognised if properly apostilled
Apply for TRP: Within 10 days of deciding to stay longer than the visa-free period, apply at the Migration and Citizenship Service (MCS) in Yerevan. Book appointment via migration-e.gov.am or the EarlyOne app
Reside for 1 year: Maintain your TRP and live in Armenia for at least 365 days within the 2-year marriage period
Apply for citizenship: After 2 years of marriage and 1 year of physical presence, submit your citizenship application at the MCS
Receive decision: Within approximately 90 working days

Considerations for Russian Citizens in 2026
Massive Russian community: Thousands of Russian businesses, cafes, co-working spaces, and schools have opened in Yerevan since 2022
Housing market impact: The influx of Russian relocators has driven up rental prices in Yerevan, particularly in the Arabkir and Centre districts. Budget accordingly
Appointment system: The MCS operates on an appointment-only basis via the online portal or EarlyOne app. Slots can be competitive — book early
2026 digital mandate: As of January 1, 2026, all citizenship-related applications must be submitted via the electronic system at mcs-citizenship.am
Geopolitics: Armenia's relationship with Russia has become more complex since the 2023 Nagorno-Karabakh conflict. However, this has not affected immigration policy toward Russian citizens
Military service: Male Armenian citizens may be subject to military service obligations. If you are of draft age, consult a lawyer before acquiring citizenship
